Human Trafficking, a form of modern-day slavery, has been a federal crime since the passage of the Trafficking Victims Protection Act of 2000 with legislation passed in Delaware in 2014. In 2018, Delware state agencies began serious efforts to provide protections for human trafficking victims, train healthcare practitioners and law enforcement to identify trafficking and promote partnerships to fight against the crime.
Nurse Practitioners have a legal duty to report human trafficking. Detective Joshua Rowley of the Delaware State Police (and spouse of Patty Rowley FNP Student and DCNP Member), is leading efforts in Delaware to combating trafficking having received international training to recognize and respond to sex trafficking situations. He will provide information to DCNP members about Mandatory Reporting Laws for Human Trafficking, prevalence of this crime in Delaware, share recommended screening questions and suggest resources NPs can use to provide assistance for patients who are victims of human trafficking.
